A plan for carbon cycle research focused on measuring and understanding sources and sinks of CO2, CH4, and CO in North America and adjacent oceans. The plan outlines how to implement a principal recommendation of the U.S. Carbon Cycle Science Plan (1999). It was developed as a component of the U.S. Interagency Carbon Cycle Science Program and as a contribution to U.S. climate change research planning.

Prepared at the Request of the Agencies of the U.S. Global Change Research Program, 2002

Preparation of this report was sponsored by the following agencies of the United States Global Change Research Program: the Department of Energy, the National Aeronautics and Space Administration, the National Oceanic and Atmospheric Administration, the National Science Foundation, and the United States Geological Survey of the Department of Interior.
