I expect that the professional editor will make it even better. Here are some suggestions from me: (1) The "adjacent ocean basins" bit has made it into most of the critical places, but there are still some missing: p. iii, lines 6 and 13 from top and Integration section, lines 3 and 7, and also p. viii, second line from bottom -- you may want to insert "and the adjacent ocean basins" after North America. (2) p. iii, Integration section. This seems out of place here. You haven't said anything about what is to be integrated as yet. I would suggest that you move it to p. viii, just before the Management section. I think I suggested something like this once before, didn't I? Oh well, this is certainly not a make-or-break issue. (3) p. iv, Major program elements for the NACP section. I think that this would read a lot more smoothly if you had a short paragraph at the beginning in which you provide an overview of the program elements before beginning to list them, something along the lines of: "The major program elements for the NACP consist of atmospheric measurements, which show us how terrestrial and oceanic fluxes affect the atmosphere and allow us to infer the sources and sinks that give rise to the observed distribution; measurements of inventories and fluxes in the land and adjacent ocean basins, which give us an additional constraint on carbon sources and sinks and allow us to study the mechanisms that give rise to the fluxes; and models for assimilation and interpretation of observations. Each of these elements is described in more detail below." (4) On the deliverables, will our report be on the "State of the Carbon Cycle for North America" or will it be for North America and the adjacent ocean basins? I hope this helps!
