1) I do not agree with the proposed organization. As proposed the program 
seems multidisciplinary, there are atmospheric, terrestrial and ocean 
sections, rather than interdisciplinary which I would hope it would be. 
It is harder to write.   

2) For Appendix 2 I thought perhaps the questions should be something like: 
	a) How much carbon is sequestered by the oceans (coastal and open), 
	in particular in the Northern Hemisphere? 
	b) How do energetic coastal processes influence (atmospheric) 
	carbon dioxide (in the marine boundary layer?)   

3) It is probably too late to change this but rather than NACP 
(which in Washington could be easily confused with something else) 
why not use NACE (Experiment). It also means to be born in spanish.
